Understanding Public School Contract Negotiations
How school districts and teacher unions shape working conditions and student learning.
What It Is: Contract negotiations are formal talks between the school district and the teachers’ union (SPETA at San Pasqual Union). Together, they create a Collective Bargaining Agreement (CBA) that defines salaries, hours, evaluations, and other working conditions.
Who’s Involved
- District Team: Represents the Board.
- Union Team: Represents teachers (SPETA).
- Governing Board: Approves final agreement.
How It Works
- Sunshining: Both sides publicly share topics to be negotiated.
- Bargaining Sessions: Teams meet privately to exchange proposals and reach compromise.
- Tentative Agreement (TA): Draft deal both sides approve.
- Ratification & Board Approval: Union votes, then Board finalizes.
- Implementation: New contract takes effect (1–3 years).
