At San Pasqual Union School District, we believe every student deserves access to a high-quality education that meets their individual strengths and needs. We are committed to providing inclusive learning environments where students with disabilities receive individualized supports that foster academic achievement, independence, and social-emotional growth.

We recognize that parents and caregivers are a child's first and most important teachers. When a child has a disability, the partnership between home and school becomes even more important. By working together, sharing knowledge, and maintaining open communication, we can help every student reach their fullest potential.

Special Education Services

San Pasqual Union School District provides special education programs and related services to eligible students with disabilities in accordance with the Individuals with Disabilities Education Act (IDEA) and California Education Code.

Students receive services based on their unique needs as determined by their Individualized Education Program (IEP) team. Whenever appropriate, services are provided within the general education classroom (push-in support). Some students may receive specialized instruction or related services outside the classroom (pull-out support). For students whose needs require a more specialized setting, services may be provided through an interdistrict agreement.

Special education services are provided at no cost to families and are designed to ensure students receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).

Inclusive Practices

San Pasqual Union School District is committed to educating students alongside their peers to the greatest extent appropriate. Our goal is to provide students with meaningful access to grade-level curriculum while ensuring they receive the individualized supports necessary for success.

We believe inclusion benefits all students by promoting understanding, collaboration, empathy, and belonging within our school community.

Multi-Tiered System of Supports (MTSS)

Before a referral for special education is considered, many students receive support through our Multi-Tiered System of Supports (MTSS). MTSS provides academic, behavioral, and social-emotional interventions based on individual student needs.

Student progress is monitored regularly, and interventions are adjusted to ensure students receive the appropriate level of support. If additional concerns remain after interventions have been implemented, a referral for a special education evaluation may be considered.

Child Find

San Pasqual Union School District actively identifies, locates, and evaluates children who may have disabilities and are in need of special education services.

Parents who have concerns regarding their child's development, learning, communication, behavior, or physical abilities are encouraged to contact their child's teacher, school principal, or the District Special Education Office. Early identification allows students to receive appropriate supports and services as soon as possible.

Section 504

Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that protects individuals with disabilities from discrimination.

A student may qualify for a Section 504 Plan if they have a physical or mental impairment that substantially limits one or more major life activities, have a record of such an impairment, or are regarded as having such an impairment.

Unlike an Individualized Education Program (IEP), which provides specialized instruction under IDEA, a Section 504 Plan provides accommodations that allow students equal access to educational programs and activities.

Examples of accommodations may include:

• Extended time on assignments or assessments
• Preferential seating
• Health accommodations
• Classroom supports
• Assistive technology, when appropriate

If you believe your child may qualify for accommodations under Section 504, please contact your child's teacher, principal, or the District's Section 504 Coordinator.

Parent Partnership

Parents and guardians are valued members of the educational team and play an important role in every step of the special education process. Families are encouraged to:

• Participate in IEP and Section 504 meetings.
• Share information about their child's strengths, interests, and needs.
• Collaborate in developing educational goals.
• Review progress and communicate regularly with school staff.
• Ask questions and advocate for their child's success.

Strong partnerships between home and school help ensure the best possible outcomes for students.

Parent Rights & Procedural Safeguards

Parents of students receiving special education services are provided with Procedural Safeguards, which explain their rights under federal and state law, including the Individuals with Disabilities Education Act (IDEA).

These safeguards include information regarding:

• Parent participation
• Educational records
• Independent Educational Evaluations (IEEs)
• Prior Written Notice
• Consent
• Mediation and Due Process
• Complaint procedures
